The approach

The OCHRE Approach to evaluation 2015 broadly outlines the next 10 years and provides detail on the plan for the conversations about implementation.

The evaluation plan

The evaluation plan sets out how the evaluation will occur. It includes considerations in the design, scope and details of the first stage – implementation and early outcomes. The plan is a living document and will develop over time in conversations with both the NSW Government and the communities involved.

Collecting information

The evaluation plans provide the details of what and how information will be collected on Country. The plans are provided under the heading ‘Evaluation Plans’ on the Social Policy Research Centre, University of NSW’s website.

Findings and recommendations

The findings and recommendations from the evaluation of the implementation and early outcomes are provided under the heading ‘Site Reports’ on the Social Policy Research Centre, University of NSW’s website. There is a full report and a summary report for each of the programs included in the evaluation and a report that synthesises the findings across these programs.

The reports are made available with the approval of the local Aboriginal communities involved and belong to the members of those communities.

The NSW Coalition of Aboriginal Regional Alliances (NCARA) provided a report and recommendations to the Hon. Sarah Mitchell MLC, Minister for Aboriginal Affairs. The recommendations contained in the report A Step Closer - A Report with Recommendations from NCARA to the New South Wales Government following Stage One of the OCHRE Evaluation complement, reinforce and improve the implementation stage of the evaluation.

The NSW government welcomed the findings and recommendations of the evaluation. The evaluation highlights the successes and also outlines areas for improvement. These lessons will help strengthen both that policy and practice. This policy started with a conversation; progressed to respectful implementation and evaluation then continued that conversation. The NSW Government’s response to the evaluation will be no different, by ensuring the deep knowledge of Aboriginal people needed to truly transform the relationship between community and government, is the foundation to making OCHRE even stronger.

In responding, the NSW Government will consider the recommendations made by NCARA and the findings and recommendations of the NSW Ombudsman’s special report into OCHRE.
