Industry Based Agreements are public commitments from peak industry bodies and the NSW Government to forge long term partnerships to strengthen economic prosperity in Aboriginal communities across NSW.
Industry Based Agreements link Aboriginal people with employment and business opportunities and build relationships between industry and communities.
To further support local and regional economic participation outcomes, the NSW Government is now trialling a regional approach to Industry Based Agreements in two Local Decision Making sites.
Regional Industry Based Agreements will bring together Aboriginal regional alliances, the NSW Government, industry and/or employers in Local Decision Making sites to negotiate and implement Agreements, which support the economic participation of Aboriginal people and communities.
Local Decision Making is an initiative of OCHRE which aims to ensure that Aboriginal communities have a genuine voice in determining what and how services are delivered to their communities. Local Decision Making places Aboriginal regional alliances at the centre of service design, planning and delivery.
By aligning Regional Industry Based Agreements with Local Decision Making, Aboriginal Affairs can ensure that Agreements are negotiated consistent with the principle of self-determination, giving Aboriginal regional alliances the opportunity to negotiate with government, industry and/or employers to create local and regional economic participation opportunities.

In October 2016 the NSW Government signed an Aboriginal business development and support Industry Based Agreement with the NSW Indigenous Chamber of Commerce.
The objective of this Industry Based Agreement is to increase the appropriateness and accessibility of business advisory, support and development for Aboriginal enterprises and establish clearer pathways for Aboriginal enterprises to access NSW Government procurement opportunities.

This Industry Based Agreement was signed with the Civil Contractors Federation of NSW on 24 February 2015. It aims to create more job and training opportunities for Aboriginal people in the civil construction and maintenance industry.
The Civil Contractors Federation of NSW signed at Industry Based Agreement with the NSW Government in 2015 and is piloting an Industry Engagement Strategy in the Central West and South West Sydney to establish pathways for Aboriginal trainees and apprentices into the civil construction industry.
The Civil Contractors Federation of NSW also recently developed an Audit Tool for the Aboriginal Participation in Construction Policy to help the civil construction industry comply with the Policy, which became mandatory on 1 July 2016. More information on the Audit Tool can be found here.

This agreement was signed in June 2013. It commits the Minerals Council and the NSW Government to working in partnership with each other and with Aboriginal stakeholders to create sustainable economic development and employment opportunities in the mining industry.
Under the Industry Based Agreement two forums with the mining industry and Aboriginal business have been held. These forums were designed to support increased Aboriginal employment in the mining industry as well build Aboriginal enterprise.

This Agreement was signed on 1 April 2014. It provides a mechanism for the Master Builders Association of NSW and the NSW Government to work together with Aboriginal people to create sustainable, entrepreneurial and employment opportunities in the construction field. The Industry Based Agreement contains a building/construction industry-wide Action Plan to increase apprenticeships and employment opportunities in the industry for Aboriginal people.
The Agreement has seen the recruitment and retention of 13 Aboriginal apprentices and trainees.
